VA Proposes Updates to Support Veterans and Caregivers: Share Your Feedback

At the Veteran Realtor Podcast, we value the tremendous contributions caregivers and Veterans bring to our communities. That's why I'm thrilled to highlight recent developments from the VA aimed at improving support for caregivers and their families. The Department of Veterans Affairs has published a Notice of Proposed Rulemaking in the Federal Register, outlining potential updates to the Program of Comprehensive Assistance for Family Caregivers (PCAFC).


While these changes are not yet in effect, they represent a step toward expanding access and improving the PCAFC program. Your feedback is vital to shaping these proposed rules, and I encourage you to get involved in the conversation.


Key Highlights of the Proposed Changes

The proposed updates aim to make the PCAFC more inclusive and supportive of the unique needs of Veterans and their caregivers. Here are the key highlights:


1. Expanded Eligibility

The definition of “serious injury” would be broadened, allowing more Veterans and their caregivers to qualify for this vital program.


2. Telehealth Flexibility

The VA proposes adding telehealth home visits as an option during certain emergencies, making services more accessible and responsive to families’ needs.


3. Extended Delay in Discharges Based on Reassessments

Legacy participants, applicants, and their family caregivers would receive an additional 18-month delay for discharges based on eligibility reassessments. Currently, this delay is set to expire in September 2025. Annual reassessments remain suspended at this time.


4. Reduced Reassessments

To ease the burden on Veterans and their families, the VA proposes less frequent reassessments of eligibility, offering more stability for caregivers.


5. Clarified Eligibility Criteria

Proposed updates would expand and clarify the criteria for determining a Veteran’s need for personal care services for six continuous months.

Starting tomorrow, a 60-day public comment period will be open. This is your opportunity to voice your thoughts, share your experiences, and help refine these proposed updates.

  • Submit Your Comments: Every comment is reviewed to ensure the final rule reflects the needs of the community.

  • Review the Proposed Changes: Familiarize yourself with the updates and see how they may impact your family.

  • Access Resources: Visit the VA's PCAFC Frequently Asked Questions page and explore the CSP Annual Report for additional context.

As Dr. Colleen Richardson, executive director of the Caregiver Support Program, states:

“We are listening closely to Veterans, caregivers, Veterans Service Organizations and other stakeholders as we consider changes to PCAFC, including changes to eligibility. Your feedback is essential in refining these updates and improving the Program of Comprehensive Assistance for Family Caregivers.”
